How to Choose a Cosmetics Manufacturer in China: A Buyer's Checklist

Twenty questions that separate real GMPC/ISO 22716 factories from trading companies with a website — covering certifications, documentation, IP, communication and the red flags that show up in the first email.

Verify certifications, not claims

Every supplier website says "GMPC certified". The verification takes ten minutes and eliminates most risk before you ever send a message:

  1. Request the certificate PDF, not a logo image. Real certificates name the certified entity, the scope (e.g. cosmetics production) and the certifying registrar.
  2. Check the registrar is accredited — SGS, TÜV, Intertek, Bureau Veritas or a CNCA-recognised body. The certificate carries a number verifiable with the issuer.
  3. Confirm the certified entity name matches the company you are contracting with. Mismatches reveal the "factory" is actually a trading company renting someone else's credentials.
  4. For US/EU-facing products, ask specifically about CPNP notification support (EU) and MoCRA facility registration (US) experience.

20 questions to ask in the first email

  1. Are you a manufacturer or a trading company? What is your business licence scope?
  2. Which GMPC/ISO 22716 certificates can you share, under whose name?
  3. What is your monthly capacity for the product type I need?
  4. How many mature stock formulas do you hold in this category?
  5. What is the MOQ for stock formula vs custom development?
  6. What is included in the sample cost, and is it credited to bulk orders?
  7. What is the sample lead time, door-to-door?
  8. Can you provide MSDS, COA and CPSR? Are they included in price?
  9. Do you support CPNP notification (EU) and MoCRA registration (US)?
  10. Which packaging formats do you produce in-house vs outsource?
  11. Can I customise colour, scent and actives, and from what MOQ?
  12. Who owns the formula after custom development?
  13. What QC checks run before shipment (AQL level, fill-weight checks)?
  14. What are your payment terms for a first order?
  15. Do you ship DDP to my country, and is customs handling included?
  16. What was your on-time delivery rate last quarter?
  17. Can I visit the factory or get a live video tour?
  18. Which Western brands or markets do you currently supply? (References)
  19. How do you handle a quality claim after delivery?
  20. What happens to my packaging tooling and artwork if we stop working together?

Red flags in the first reply

  • Answers everything instantly with no questions back. A real manufacturer asks about your market, target price and compliance needs — because those change the answer.
  • Certificates shown as photos with cropped names. See above.
  • "No MOQ" on production orders. Filling lines have real setup costs; no-MOQ means reselling someone else's stock — which means no control over your formula or its documentation.
  • Prices far below the market band. If serums quote at $0.40/pc when the realistic band is $1.50–3.00, something in the formula, actives load or documentation is missing.
  • Refuses a video factory tour. Every serious factory does them daily.

Formula ownership and IP

Three scenarios, three different ownership outcomes:

  • Stock formula: the base formula remains the factory's IP; you own your brand, artwork and packaging design. This is what makes 1,000-pc MOQs possible — and it is a fair trade.
  • Modified stock formula: negotiate. Typically you get exclusivity on your exact variant while the base stays the factory's.
  • Full custom development: agree ownership in writing before the lab work starts — usually you pay a development fee for exclusive ownership, and the agreement should state what happens to the tooling and artwork if the relationship ends.

Shipping, payment and terms

Standard terms you should expect from an established exporter: T/T 30/70 (30% deposit, 70% before shipment), L/C at sight for orders above roughly USD 50,000, and DDP door-to-door shipping to the US and EU with customs handled by the shipper. Samples in 7–15 days and bulk in 15–25 days for stock formulas are the current market speeds — a factory quoting 45-day sample turns is quoting a broker's schedule.
